Translated transcripts and BYU
Brigham Young University’s Graduate Studies office states that applicants with non-English transcripts must also upload official English translations. Applicants with international post-secondary work who are recommended for admission must then start an official foreign credential evaluation through the International Education Research Foundation (IERF) or SpanTran.
BYU tells those applicants not to send official documents to the university. Transcripts, mark sheets, degree certificates and official English translations go to the evaluation service instead, following that service’s instructions. Read the evaluator’s translation rules before ordering, because the evaluator, not the translator, decides what it will take. Undergraduate and other programs may differ, so check the page for your program.
Utah County record offices in Provo
Utah’s Office of Vital Records says certificates can be requested by the person of record, an immediate family member, a legal guardian or a designated legal representative, and family members may be asked for proof of relationship.
- Marriage records. Utah County Clerk, 111 South University Avenue, Provo, UT 84601, phone 801-851-8109. Certified copies can be ordered online. The clerk notes that a printed digital certificate is not an official certified copy.
- Birth and death certificates. Utah County Health Department vital records, 151 South University Avenue, Suite 1100, Provo. The state directory lists hours of 8:00 to 4:30 on Monday, Tuesday, Thursday and Friday and 9:00 to 4:30 on Wednesday.
- What the county issues. The health department says it issues certificates for Utah births and deaths from 1931 to the present. It does not issue marriage licenses or records from other states.
- Fees. The Utah vital records fee schedule effective July 1, 2026 lists $25 for a birth certificate, $35 for a death certificate and $10 for each additional copy.

From Provo to a Utah apostille
Apostilles are not issued in Utah County. The county health department’s own FAQ sends people to the state Authentications site. That office belongs to the Lieutenant Governor and is located at 350 North State Street, Suite 220, in the State Capitol in Salt Lake City.
From Provo you can mail the documents and request form, with a fee of $5 per document and typical processing of 1 to 3 business days after receipt. USPS mail goes to PO Box 142325, Salt Lake City, UT 84114, and courier deliveries go to the street address. You can also order through the state’s online platform, or book an in-person appointment at $20 per document.
The office authenticates Utah notarizations only. Where a translation needs a notarized statement for this purpose, we hire a notary commissioned in Utah to notarize the translator’s signature. The Lieutenant Governor’s office says it does not require documents to be translated into English, so ask the receiving country whether it wants the translation apostilled, the original, or both.
Court and immigration documents
The state courthouse in Provo is at 137 North Freedom Boulevard. Utah courts appoint certified or approved interpreters for court users with limited English proficiency. Written documents are a separate matter, and the clerk can tell you what a particular judge expects.
For USCIS, 8 CFR 103.2(b)(3) calls for a full English translation certified as complete and accurate by a translator who also certifies competence in both languages. Census Reporter’s ACS 2024 profile estimates that 11.5% of Provo residents were born abroad, a higher share than Utah’s 9.8%.
Driver licenses and notaries: two Utah rules to know
A foreign document shown to the Utah Driver License Division has to be translated to English by a certified translator. The Division accepts only original, word-for-word translations, not extracts, and maintains its own Approved Document Translator List. If your translation is for a license, review that list first and ask us about it.
Under Utah Code 46-1-11, a notary who is not an attorney may not advise you on legal documents or immigration matters. Notarizing a translator’s statement confirms who signed it and nothing more.
