Racine County Courthouse: records and court
Two offices that matter for document work share one building at 730 Wisconsin Avenue, Racine, WI 53403. The Register of Deeds is on the first floor at the south end of the Racine County Courthouse and handles vital records, marriage licenses and real estate documents. It also runs a remote office at Burlington City Hall, 300 N. Pine Street, Burlington, WI 53105. The county points people who want to order online to VitalChek or the Wisconsin State Vital Records Office.
The Clerk of Circuit Court is in the same courthouse, open Monday to Friday from 8:00 a.m. to 4:30 p.m., phone 262-636-3333. Some court functions are across the street at the Law Enforcement Center, 717 Wisconsin Avenue.
Interpreters and translated documents in Racine County court
Racine County Circuit Court states that it is committed to providing language services and access to justice for people of limited English proficiency, and that providing interpreters in court proceedings, including scheduling and payment, is the court’s responsibility. It refers to a Language Access Plan. Statewide, only the Director of State Courts office credentials spoken-language court interpreters.
An interpreter in the courtroom does not replace a written English translation of a document you want to file. Ask the clerk or your attorney what is required for your case. We provide the written translation and certificate of accuracy.
What a Wisconsin notary can and cannot do with a translation
People often ask for a notarized translation. In that case the notary notarizes the translator’s signed statement; the notary does not vouch for the translation itself. The Wisconsin Department of Financial Institutions (DFI) publishes several rules worth knowing:
- Notarial statement. It must be complete, conform to Wisconsin law and be signed by a Wisconsin notary public. DFI recommends that it be in English or bilingual.
- Notario wording. A notary who is not an attorney may not use the terms notario, notarizaciones, notarizamos or notario publico.
- Copies. A notary cannot certify a photocopy unless the original is given to, and copied by, the notary personally.
- Vital records. Certified birth, marriage, death and divorce certificates cannot be notarized.

USCIS filings and school records
Under 8 CFR 103.2(b)(3), a foreign-language document submitted to USCIS must be accompanied by a full English translation that the translator certifies as complete and accurate, together with the translator’s certification of competence to translate into English. We prepare translations with that certification, though the decision on any filing belongs to the agency.
For school records, Gateway Technical College requires international transcripts to be evaluated by an approved service: a general evaluation for admission, unless you hold a U.S. degree or UW system admission, and a course-by-course evaluation to transfer credits.

Route to a Wisconsin apostille from Racine
An apostille for a Wisconsin document comes from DFI in Madison. Racine County offices issue the underlying certified copies but not the apostille. DFI accepts requests three ways: online with card payment, by mail to PO Box 7838, Madison, WI 53707-7838, or in person at 4822 Madison Yards Way, North Tower, Madison, WI 53705, Monday to Friday, 7:45 a.m. to 4:30 p.m.
Include the Apostille Request form (APO3500), one for each destination country, plus the original or certified document. The fee is $10 per document, with processing in up to 7 business days, or $35 per document for expedited processing in up to 2 business days. Mailing time is on top of that. DFI does not handle federal documents, FBI background checks or vital records from other states.
If the receiving country wants the translation apostilled as well, we hire a notary commissioned in Wisconsin to notarize the translator’s statement, which is what allows DFI to authenticate it. We can help you assemble the request.
