Winthrop University's rule on foreign transcripts
Winthrop University in Rock Hill asks international freshman applicants for official transcripts, mark sheets and examination certificates in the native language for all secondary and postsecondary coursework, together with certified, literal (exact) English translations of documents not originally issued in English.
Winthrop says those documents must be sent directly from the issuing institution, examining body, evaluation service or translation service to its Office of Undergraduate Admission. Applicants with credentials from non-U.S. institutions must also obtain a course-by-course evaluation with a grade point average from a NACES member agency, which reports directly to Winthrop.
Tell us when you order that the translation is for Winthrop so delivery can be arranged to suit that rule.

Birth, death and divorce records
The Secretary of State’s guidance is that birth and death certificates come only from the state Vital Records Division, while certified divorce decrees come from the County Clerk of Court’s Office or from Vital Records. The S.C. Department of Public Health charges a $12 search fee per record, and that fee pays for one certified copy if the record is found. Mail requests must be paid by money order or cashier’s check, and go to Vital Records Section, P.O. Box 2046, West Columbia, SC 29171.
The department’s vital records offices are open 8:30 a.m. to 5 p.m. on Monday, Tuesday, Thursday and Friday, and 9:30 a.m. to 5 p.m. on Wednesday. It does not issue apostilles itself; it refers those requests to the Secretary of State.

USCIS translation requirement
Federal regulation 8 CFR 103.2(b)(3) applies to anyone filing with USCIS: a foreign-language document must come with a full English translation that the translator has certified as complete and accurate, and the translator must certify competence to translate from that language into English. South Carolina apostille steps for Rock Hill documents
Documents leaving Rock Hill for use abroad are authenticated in Columbia by the Secretary of State. Send them with the South Carolina Authentication Cover Letter and $5.00 per document to SC Secretary of State’s Office, Attn: Authentications, 1205 Pendleton Street, Suite 525, Columbia, SC 29201, or deliver them there between 8:30 a.m. and 4:30 p.m. The office takes personal or company checks, money orders and cash, and it certifies only documents bound for a foreign country.
Two rules matter for translations. First, the office can certify documents notarized by a commissioned South Carolina notary public. Second, it requires any foreign-language document to be signed, notarized and accompanied by an English translation signed by the translator, with the translator’s signature notarized. For a translation that has to be notarized for South Carolina, we hire a notary commissioned in South Carolina to notarize the translator’s statement.
A plain photocopy of a vital record will be turned away, because the office wants the copy certified by the agency that issued it. We can assist with the apostille request too. Ask about it in your quote request.
