What a certified translation is, and what USCIS asks for

A certified translation is the translated document together with a signed statement from the translator. For immigration cases the standard is set by 8 CFR 103.2(b)(3), which requires a full English translation of any document containing foreign language, certified by the translator as complete and accurate, plus the translator’s certification of competence to translate from that language into English. We issue that statement with each translation. Whether a filing is approved is decided by the agency, not by us.

The University of Scranton’s international application checklist asks for official transcripts, with certified English translation, showing all secondary and post-secondary courses and grades. Transfer applicants who studied at an international college or university must also submit a World Education Services (WES) evaluation of that coursework. Notarization and the Pennsylvania notary rules

The Pennsylvania Department of State reminds the public that a notary is not a notario publico: a notary cannot practice law unless also a licensed attorney, and notary advertising must say that the notary may not draft legal records or give advice on legal matters, including immigration. How Scranton documents get a Pennsylvania apostille

The apostille itself comes from the Pennsylvania Department of State, Apostilles and Certifications, North Office Building, Room 201, 401 North Street, Harrisburg, PA 17120. You can submit by mail or as a walk-in customer on weekdays.

The charge is $15 per document. A mailed request needs the original document, the Request for Legalization of Documents form or a cover letter, payment by check or money order to the Commonwealth of Pennsylvania and a prepaid return envelope. The request form says documents are processed in the date order received.

Check signatures before you send anything. Lackawanna County documents must be signed by the clerk in charge of the county office, since those signed by an assistant or deputy clerk are refused. Marriage certificates need the signature of the register of wills or clerk of the orphans’ court, and death certificates the signature of the state registrar.
