What a certified translation is, and what USCIS asks for
A certified translation is a full translation with a signed statement from the translator. For immigration filings the wording comes from 8 CFR 103.2(b)(3): any document containing foreign language submitted to USCIS must be accompanied by a full English language translation that the translator has certified as complete and accurate, plus the translator’s certification of competence to translate from the foreign language into English.
Waterbury has no USCIS field office. The Hartford Field Office, 450 Main Street, 1st Floor, Hartford, CT 06103, serves all of Connecticut and requires an appointment. We prepare translations to the federal rule but cannot guarantee any agency’s decision.
According to Census Bureau ACS 2024 1-year estimates, Waterbury has 115,902 residents and 19.4 percent were born outside the United States.

The Connecticut Judicial Branch operates Interpreter and Translator Services and maintains a Language Access Plan for court users with limited English. If you need to file a document written in another language, ask the clerk’s office how it wants the English version presented.
Colleges and schools in Waterbury

Apostilles for Waterbury documents
If your Waterbury document is going abroad, the receiving country may want an apostille on the original and a translation alongside it. The Connecticut Secretary of the State in Hartford issues the apostille.
Orders are placed only through the online portal at sots.service.ct.gov/apostille. A Waterbury birth, marriage or death certificate has to be a certified copy from the Town Clerk or the state Vital Records Unit, and vital records get a paper apostille, never an e-Apostille. Other documents must be notarized by a Connecticut notary or certified by a Connecticut official within the last 10 years.
Paper documents travel with your printed receipt and a prepaid return envelope. The courier and hand-delivery address is 165 Capitol Avenue, Suite 1000, Hartford, CT 06106. The USPS address is P.O. Box 150470, Hartford, CT 06115-0470. The office quotes 5 to 7 business days for regular service and 24 hours for expedited service. By statute the fee for certifying an official is $40, or $15 in an adoption, and expediting adds $50. Check the portal for the amount charged.
How Waterbury customers order
Send us the document through the quote form as a PDF, JPEG, PNG or Word file. A phone photo is fine if every word, stamp and seal is readable. We reply with the cost and the delivery date, and you receive the certified translation by email or by mail.
If you ask, the translator’s statement is notarized. Because that happens outside Connecticut, it is not a Connecticut notarization and the Hartford office would not apostille it, so mention any apostille need when you order. We cover 100 languages, most often Spanish, Russian, Hindi, Urdu, Chinese, Vietnamese, Arabic and Czech. Ask us about others at (971) 514-3743, 9:00 a.m. to 5:00 p.m.
