The Secretary of State certifies Arizona notaries, court clerks and state document custodians for use abroad. It needs the original notarized or certified document, not a photocopy, and it does not issue electronic apostilles.

Courts in Phoenix and foreign-language documents
The Superior Court in Maricopa County has a Court Interpretation and Translation Services department at 175 W. Madison Street, 12th Floor. Attorneys file a petition for court interpreter services; self-represented parties contact their assigned judicial division or the department.
Phoenix Municipal Court, at 200 W. Washington Street, has an Office of the Court Interpreter and a published Language Access Plan. The federal court for the area is the Sandra Day O’Connor U.S. Courthouse, 401 West Washington Street, Phoenix, AZ 85003, whose Phoenix division covers Maricopa, Pinal, Yuma, La Paz and Gila counties.
Court interpreters handle spoken proceedings. If you are submitting a foreign-language document such as a foreign birth certificate, contract or judgment, ask the court or your attorney what form of translation it wants before you order.
Translated transcripts for Phoenix schools
- Arizona State University. For international graduate applicants, ASU requires transcripts in the original language with an official English translation. Translations must be literal and complete, may not be done by the student, and may come from the issuing school, an official translation service, a Ministry of Education, consulate or embassy, or EducationUSA. ASU states that translations certified by a notary public are not acceptable.
- Maricopa Community Colleges. International applicants whose secondary school records are not in English must attach a certified English translation to the originals. The district says translations must be certified by a professional translator and include the translator’s signature or stamp, and it recommends a translator or agency listed with the American Translators Association. Foreign university transcripts also need an evaluation from a NACES member agency.
- Grand Canyon University. GCU states that it uses Foreign Credentials Services of America for evaluations and Foundation for International Services for evaluation and translation, and that requests to those services must originate from GCU. Check with GCU before ordering a translation elsewhere.

Census Bureau American Community Survey estimates for 2024 put the city’s population at 1,673,122. About 36.3 percent of residents speak a language other than English at home, and 19.4 percent were born outside the United States. For immigration filings, 8 CFR 103.2(b)(3) requires a full English translation of any foreign-language document, certified by the translator as complete and accurate.
The apostille route when a translation is involved
An Arizona apostille attaches to an Arizona official’s signature or an Arizona notary’s notarization. For a Maricopa County birth certificate, that means the certified copy itself is what goes to the Secretary of State. Arizona notaries cannot certify copies of vital records or issue apostilles themselves, according to the Arizona Notary Public Reference Manual.
A translator’s statement notarized outside Arizona cannot be apostilled by Arizona; that apostille comes from the state where the notary holds a commission. Before you order, tell us the destination country and what the receiving authority asked for, and we will help you sort out which document needs the apostille.
