Where Mesa residents get the original records
A translation is only as usable as the document behind it, so start with a clean certified copy. Mesa has more county record counters within the city than most East Valley communities.
- Birth and death certificates. The Maricopa County Office of Vital Registration has an East Valley office at 331 E. Coury Ave., Mesa, AZ 85210. It issues official copies of birth and death certificates for events that occurred in Arizona. The county lists $20 per certified copy and hours of 8 a.m. to 4:30 p.m. on Monday, Tuesday, Thursday and Friday, and 9 a.m. to 4:30 p.m. on Wednesday.
- Marriage licenses. The Clerk of the Superior Court issues marriage licenses at the Southeast Regional Court Center, 222 E. Javelina, Mesa, AZ 85210. The Clerk recommends appointments and accepts walk-ins.
- Superior Court filings. The same Southeast center lists family court, civil filing and probate services, open Monday to Friday, 8:00 am to 5:00 pm. The Clerk notes that public records access there may be limited and points people to the downtown Phoenix location for full access.
- Deeds and recorded documents. The Maricopa County Recorder, 301 W. Jefferson St., Suite 200, Phoenix, records deeds and similar documents. It states that it does not issue marriage licenses, divorce decrees or birth and death certificates.
Mesa courts and language access
Mesa Municipal Court is at 250 E. 1st Ave., Mesa, AZ 85210, and is open Monday to Thursday, 7:00 am to 6:00 pm. The court tells visitors who do not speak English to let a court employee know that an interpreter is needed. For trial hearings, its hearing information page says interpreter requests must be in writing and filed with the court at least five working days before the hearing.
Four Maricopa County justice courts share the building at 222 E. Javelina Ave.: East Mesa (Suite C), Highland (Suite A), North Mesa (Suite B) and West Mesa (Suite D). Which one handles a case depends on the precinct for the address involved.
A court interpreter covers what is said in the courtroom. Written evidence in another language, such as a foreign marriage certificate or a contract, is a separate matter, so ask the court or your attorney what form of translation it wants before you order.
Transcripts and diplomas for Mesa colleges
Mesa Community College publishes clear wording for F-1 applicants: submit original documents along with certified English translations if the originals are not in English, and only translated documents completed by verifiable and certified translation agencies are accepted.
Arizona State University, which has its Polytechnic campus in Mesa, states that transcripts and degree certificates not issued in English require an English translation in addition to the original language documents. ASU says translations must be literal, complete versions of the originals, cannot be done by the student, and that translations certified by a notary public are not acceptable.
A.T. Still University has a Mesa campus at 5850 E. Still Circle. We did not find a published translation rule on its admissions requirements page, so check with the program you are applying to.

Route to an Arizona apostille from Mesa
Arizona apostilles are issued by the Secretary of State, not by any Mesa or county office. The Secretary of State describes an apostille as a certificate that certifies an Arizona notary public, court clerk or state document custodian to a foreign country.
The office requires the original notarized or certified recorded document and says a photocopy is unacceptable. It does not process documents from other states and does not offer electronic apostilles. We can help you work out which document needs the apostille and how to submit it.
