Orange County offices for certificates and records
Two separate offices keep Orange County’s marriage records. The Clerk of Courts says copies of marriage licenses filed before March 1, 1998 or after June 30, 2017 come from the Clerk’s Office, while those filed between those dates come from the Orange County Comptroller’s Office. UCF and translated academic documents
The University of Central Florida is specific about who may translate. Its undergraduate and graduate international pages require a certified, literal English translation of any document in another language, done by a certified translator at the issuing institution, by a government agency, or by a translator certified by the American Translators Association. UCF’s graduate college adds that documents notarized or certified by a commissioner of oaths are not accepted.
For college coursework completed abroad, UCF undergraduate admissions requires an official course-by-course evaluation from World Education Services, The Evaluation Company or Josef Silny and Associates. Tell us when you order if the translation is for UCF so you can check its translator rule against what you need. We cannot promise that any school will accept a particular translation.
State and federal courts in Orlando
The Ninth Judicial Circuit operates sixty-seven courtrooms in seven facilities across Orange and Osceola counties, and the Orange County Clerk of Courts is at 425 N. Orange Ave. in downtown Orlando. Judges in the circuit can reach certified interpreters by video through its Virtual Remote Interpreting system. That program concerns spoken interpreting in hearings. Its page says nothing about translating documents for parties, so ask the division or your attorney how a foreign language exhibit should be presented.
The federal trial court is the Orlando Division of the U.S. District Court for the Middle District of Florida, located in the George C. Young Federal Annex Courthouse at 401 West Central Boulevard, Orlando, FL 32801. It serves Brevard, Orange, Osceola, Seminole and Volusia counties.
USCIS rule and the Mexican consulate
USCIS applies one translation rule nationwide. Under 8 CFR 103.2(b)(3), a document containing foreign language must be submitted with a full English translation, certified by the translator as complete and accurate, and with the translator’s certification of competence to translate into English. We include a signed certificate of accuracy with every certified translation. Acceptance is up to USCIS.
Mexico’s foreign ministry lists a consulate in Orlando at 2550 Technology Drive, Orlando, FL 32804. Consulates set their own document rules, so ask the consulate directly whether it needs a translation and in what form.
Steps to a Florida apostille from Orlando
Orlando has no apostille office. The Florida Department of State, Division of Corporations, in Tallahassee is the state’s only issuing authority.
- 1. Get the right original. The Department accepts an original certified copy of a public record or a document with an original notarization. Photocopies are not acceptable. For birth, death, marriage or divorce certificates, the Department of Health says to order from the Bureau of Vital Statistics using its apostille application.
- 2. Complete the form. Fill in the Apostille and Notarial Certificate Request Form.
- 3. Pay the fee. $10 per document. A document certified by a Clerk of Court is $20, which covers the apostille and a $10 certificate of incumbency.
- 4. Mail or deliver. 2415 N. Monroe Street, Suite 810, Tallahassee, FL 32303. Enclose a self-addressed stamped envelope or prepaid airbill. Walk-ins are served weekdays from 8 a.m. to 5 p.m., usually while you wait.
- 5. Mind the translation rule. The Department does not translate, and it says the translator of a document cannot also be the notary who notarizes it.
