Meridian City Hall: passports and interpreters

The Meridian City Clerk’s Office at 33 E. Broadway Ave., Meridian, ID 83642 accepts new passport applications on form DS-11 for the U.S. Department of State. Appointments are required, Monday to Friday from 8:00 a.m. to 3:00 p.m., and the phone number is (208) 888-4433.

The clerk states that passport services are provided in English and that anyone who needs an interpreter must arrange their own, in person or by phone. Proof of citizenship has to be a certified birth certificate issued by a city, county or state. Hospital certificates and birth abstracts are not accepted.

Driver licensing on Progress Avenue

The Idaho Transportation Department lists a Meridian driver services office at 736 S. Progress Ave., Meridian, ID 83642, phone (208) 577-3100, open Monday, Tuesday, Thursday and Friday.

Under the Idaho Driver’s Handbook, new residents apply for an Idaho license within 30 days and no foreign driver is exempt from the knowledge test, which is offered in 11 spoken languages plus American Sign Language. The licensing chapter says a document that is not in English needs an acceptable English-language document or an acceptable certified translation to go with it.

Idaho State University's Meridian campus

Idaho State University’s Meridian campus is at 1311 E. Central Drive, Meridian, ID 83642. ISU’s international admissions page states that documents not in English must be translated by a certified translator.

Transfer applicants with coursework from outside the United States also need a course-by-course evaluation from a NACES-approved service, sent directly to ISU. A translation and a credential evaluation are separate things, and the evaluation service will usually tell you what translation it needs.

County records and courts for Meridian residents

Meridian is in Ada County, and the county seat offices are in Boise. The Ada County Courthouse and Administration Building at 200 W Front Street, Boise, ID 83702 holds the Clerk, Auditor and Recorder and court services. The Recorder in Room 1207 charges $1.00 per page for copies plus $1.00 per document for certification and takes cash or check only.

Idaho apostilles are issued only by the Secretary of State in Boise. From Meridian you have two routes. The state fee is $10 per document. Notarized documents must carry an Idaho notary’s notarization, and school documents must be signed by a school official and notarized. Idaho notaries may not certify copies of birth, death or marriage records, so those must be state-issued certified copies. Under Idaho Code 51-125, a non-attorney notary may not call themselves a ‘notario publico’ or act as an immigration consultant.

If the destination country also wants the document translated, ask the receiving authority whether the translation should be done before or after the apostille.
