Florida's vital records office is in Jacksonville

The Florida Department of Health’s Bureau of Vital Statistics, the office that holds the state’s birth, death, marriage and divorce records, is located in Jacksonville. For most Floridians it is a mailing address. For you it is a counter you can walk up to.

This matters when a Florida record is headed abroad. The Department of Health says that to get an apostille on a vital record you first order the certification from the Bureau of Vital Statistics using its apostille application, with valid ID and payment, and then forward that certificate to the Florida Department of State. The Bureau publishes separate apostille applications for birth, death, marriage, single status and dissolution of marriage records.

Courts in Jacksonville and their interpreter program

State trial courts for Jacksonville belong to Florida’s Fourth Judicial Circuit, which lists the Duval County courthouse at 311 W Monroe St, Jacksonville, FL 32202. The federal court is the Jacksonville Division of the U.S. District Court for the Middle District of Florida, in the Bryan Simpson United States Courthouse at 300 North Hogan Street.

The Fourth Circuit’s Foreign Language Interpreter Program appoints interpreters in criminal, juvenile delinquency and dependency, paternity, domestic violence injunction, mental health and incapacity proceedings. Requests go to 904-255-1010, and the court recommends at least seven days of notice. The program page covers spoken and sign language interpreting and does not describe translating a party’s written documents, so exhibits and foreign records in other languages are yours to have translated before filing. Ask the judge’s office or your attorney what form of translation the division expects.

USCIS filings from Jacksonville

Federal rule 8 CFR 103.2(b)(3) applies wherever you file. It says any document containing foreign language submitted to USCIS must come with a full English translation that the translator has certified as complete and accurate, together with the translator’s certification of competence to translate from that language into English.

Our certified translations carry a signed certificate of accuracy with those statements. USCIS alone decides whether to accept any filing, so follow the instructions for your specific form.

Universities and language data

The University of North Florida tells international freshman applicants that all foreign transcripts and documents not in English must be accompanied by a certified English translation, and that documents signed by a notary or another person with no educational affiliation will not be accepted. Jacksonville University requires a course-by-course foreign credential evaluation for college credits earned outside the United States and accepts evaluations from members of NACES. Check with the admissions office or evaluation agency before ordering, because some schools restrict who may translate.

U.S. Census Bureau QuickFacts reports that 16.7% of Jacksonville residents age 5 and older speak a language other than English at home and that 12.5% of residents are foreign born (2020 to 2024).

Getting a Florida apostille from Jacksonville

The Florida Department of State, Division of Corporations, is the only authority that issues apostilles in Florida. Its office is in Tallahassee, not Jacksonville, so you either mail your documents or make the trip.

If a translation is being notarized for an apostille, the Department’s FAQ states that the person translating the document cannot be the person who notarizes it. The office does not translate documents. Documents issued or notarized in another state must go to that state’s authority, so when a translation needs a Florida apostille we hire a Florida notary to notarize the translator’s statement.

  • Fee. $10 per document. Documents certified by a Clerk of Court cost $20, which includes a $10 certificate of incumbency.
  • Address. 2415 N. Monroe Street, Suite 810, Tallahassee, FL 32303, for mail and walk-in service.
  • Walk-in. Monday through Friday, 8 a.m. to 5 p.m., except state holidays. The FAQ says most requests may be completed while you wait.
  • What to send. The Apostille and Notarial Certificate Request Form, the original certified copy or originally notarized document (no photocopies), payment and a self-addressed stamped envelope or prepaid airbill.
