The Department of State does not provide translations, and it states that the person translating a document cannot be the person who notarizes it. A notarized document needs a full notarial statement in English with the Florida notary’s original signature, stamp and seal; a photocopy is refused.
Birth and death certificates must be signed by the State Registrar. Marriage and divorce certificates may be signed by the State Registrar or the Clerk of the County Court. Under section 117.05 of the Florida Statutes, a notary cannot make an attested copy of a vital record, so order a certified copy instead.

FSU and FAMU rules for foreign transcripts
- Florida State University. All transcripts and academic records not in English must be accompanied by certified English translations, and translations must be literal. FSU treats documents as certified when they are true copies signed and dated by an educational official familiar with academic records, and it does not accept documents notarized by non-educational officials. International applicants also submit a credential evaluation; FSU recommends a member of the National Association of Credential Evaluation Services (NACES).
- Florida A&M University. Transcripts, diploma or degree certificates and examination results must be accompanied by certified, literal (exact) English translations when they were not originally issued in English.
