Where Wyoming offices ask for an English translation
Wyoming is a small state by population, and most of its document offices sit in Cheyenne. The requests for translation that reach residents usually come from one of the offices below. Each sets its own rules, so confirm the format with the office that will receive your document before you order.
- USCIS. Federal rule 8 CFR 103.2(b)(3) says any foreign-language document sent to USCIS must come with a full English translation that the translator has certified as complete and accurate, plus the translator’s certification of competence to translate into English.
- Secretary of State. The Spanish version of the state’s apostille request form says every document in a foreign language must be accompanied by a certified (notarized) English translation.
- Colleges. The University of Wyoming asks international undergraduate applicants for official transcripts in the original language and an official English translation.
- Driver Services. The WYDOT list of documents for applicants who are not US citizens names passports, visas and immigration forms. It does not say how a document in another language should be translated, so ask Driver Services at 307-777-4800 before your visit.
Apostilles from the Wyoming Secretary of State
One office issues apostilles and authentications for the whole state: the Wyoming Secretary of State in Cheyenne. Since September 10, 2021 it has used a single universal certificate for both. The office does not publish a processing time for apostille requests, and the published rules do not mention any county-level certification step.

How a translation gets a Wyoming apostille
An apostille confirms the signature of a Wyoming official or notary. It does not confirm the translation itself. For a translation to qualify, the translator’s signed statement has to be notarized by a Wyoming notary, because the Secretary of State only recognizes its own state’s notaries and officials.
When a translation needs to be notarized for Wyoming, for example for a Wyoming apostille, we hire a notary commissioned in Wyoming to notarize the translator’s statement. The notarized translation can then go to the Secretary of State with the request form and the $20 fee.
We also help with the apostille request. Tell us the destination country in the quote form, since the state form asks for it, and say whether the original record needs its own apostille as well.
What Wyoming notaries can and cannot do
Title 32 of the Wyoming Statutes sets limits that matter when a foreign-language document is involved. A notary witnesses a signature. A notary commission is not a license to translate, give advice or certify public records.
- No certified copies of public records. Under W.S. 32-3-123, a notary may not certify a copy of an official record such as a birth, death or marriage certificate, a court record or a school transcript, unless employed by the entity that issues or holds it.
- No legal or immigration advice. A commission does not authorize a notary to draft legal records, give legal advice or act as an immigration consultant.
- No “notario publico”. A notary who is not a Wyoming attorney may not use the terms “notario” or “notario publico”, and any advertising must state that the notary is not an attorney.
- Out-of-state notarizations. W.S. 32-3-109 gives a foreign notarial act the same effect in Wyoming as one performed by a Wyoming notarial officer. That is separate from the apostille rule above.
Certified copies of Wyoming vital records
If you need a Wyoming record translated for use abroad, start with a certified copy from the right office. A photocopy notarized by a notary will not work for a birth, death or marriage certificate, for the reason given above.
Vital Statistics Services, part of the Wyoming Department of Health, issues certified copies of birth, death, marriage and divorce records. You can order online, by mail or in person.

Wyoming courts and foreign-language material
The Wyoming Judicial Branch runs a Court Interpreter Program from the Administrative Office of the Courts at 2301 Capitol Ave. in Cheyenne. Its policy sets three levels of spoken-language interpreter: Professionally Certified, Registered and Qualified. Only the first two appear on the state roster published on the branch website.
Under that policy the courts arrange and pay for interpreters in listed case types, including felonies, misdemeanors, protection orders, abuse and neglect cases and juvenile delinquency. The court does not pay for interpretation between a party and an attorney outside the proceeding.
The policy covers spoken interpretation only. We did not find a statewide Wyoming rule on how a translated written exhibit must be certified, so ask the clerk or your attorney what the judge expects before filing.
