Apostille Service in Baytown, Texas

Apostille Request Form

Baytown grew out of the oil boomtowns of Goose Creek, Pelly and East Baytown, which merged in 1948. More than a hundred years after the Baytown refining complex was founded beside Galveston Bay, the city’s economy still runs on petroleum and petrochemical processing, and that work connects Baytown to projects, partners and job sites around the globe.

When those connections call for a Texas document to be accepted abroad, an apostille from the Texas Secretary of State is usually the step that makes it official. Apostille Authentications handles that filing for Baytown clients through the mail and by courier. We have no Baytown location; you ship us your documents and we deal with the state.

Plants and Industrial Parks Behind Baytown's Paperwork

Three large industrial districts sit just outside Baytown’s city limits, within its extraterritorial jurisdiction. Sources on the city name:

FacilityWhat the source says
ExxonMobil Baytown ComplexFounded in 1919; its refinery is described as the largest in the United States
Covestro Baytown Industrial ParkThe largest of Covestro’s U.S. chemical processing sites
Chevron Phillips Chemical Cedar Bayou plantOperating since 1963; the company’s largest U.S. manufacturing site
Cedar Crossing Industrial ParkAbout 15,000 acres, with tenants including a Home Depot distribution hub, a Walmart import center, JSW Steel and a Borusan Mannesmann steel pipe plant

Operations on this scale bring engineers, operators, contractors and managers who move between Baytown and overseas facilities. Typical requests tied to that work include:

  • Diplomas and technical certificates for foreign work permits
  • Marriage and birth certificates so a spouse and children can join a worker on assignment
  • Notarized employment letters or letters of invitation
  • Powers of attorney that let a relative manage affairs at home while a worker is abroad

Two Counties, Different Clerks

Most of Baytown is in Harris County, but the part east of Cedar Bayou falls in Chambers County. The county that recorded the event is the one that holds the record, so check where the birth, marriage or court case actually happened.

Harris County side

  • County Clerk, Baytown Annex: 701 W. Baker Rd., Baytown, TX 77521, (713) 274-2248. Issues birth and death certificates and marriage licenses. The county lists hours of 8:00 a.m. to 4:30 p.m., Monday through Friday.
  • District Clerk: family records are handled at Family Intake, 201 Caroline, 2nd Floor, Suite 210, Houston, TX 77002, (832) 927-5700. Request certified divorce decrees and court orders here.

Chambers County side

  • Chambers County’s seat is Anahuac, where its county and district clerks are based. Contact them directly for vital records, marriage records or court files recorded in Chambers County.

Statewide

  • Texas Vital Statistics (DSHS) can supply a Texas birth certificate by mail or online. Put “Apostille” as the reason on the order.

Verify current hours on the Harris County Clerk’s locations page and the District Clerk’s hours page. Birth and death certificates are confidential in Texas, so only qualified applicants with ID can obtain them.

Lee College and Goose Creek CISD Records

Lee College, the community college serving east Harris County and west Chambers County, trains many of the people who go on to work in the area’s plants. Its transcripts, degrees and certificates sometimes need apostilles when graduates take jobs or continue their studies overseas.

K-12 records come mostly from the Goose Creek Consolidated Independent School District, which runs Baytown’s public schools. Parents relocating abroad may be asked for apostilled transcripts so a child can enroll in a foreign school.

Either way, ask the registrar for a notarized or certified copy. The Secretary of State needs a verifiable official or notary signature to attach the apostille. If you earned a degree in another state, that state’s authority issues the apostille.

Step by Step With Apostille Authentications

  1. Tell us the destination. Hague Convention countries accept a Texas apostille. Countries outside it, including the UAE, Qatar and Kuwait, need embassy legalization, which we can also explain. Review our country list.
  2. Collect certified originals. Photocopies and printouts cannot be apostilled.
  3. Mail or courier them to us with a completed request form.
  4. We file with Austin. Your documents go to the Texas Secretary of State’s Authentications Unit.
  5. You receive them back by tracked return shipping, or we send them to another address you choose.

If the receiving office needs the document in another language, our translation services can help. Federal documents such as FBI background checks go to the US Department of State instead of Texas.

Replacing Records Damaged in a Storm

Baytown sits on Galveston Bay, and Hurricanes Carla, Alicia, Ike and Harvey are counted among the most damaging storms to hit the city. Flooded homes often mean water-stained or missing birth and marriage certificates, which tends to surface only when a document is suddenly needed for a visa or job abroad.

A damaged original is usually not worth sending. Faded seals, torn edges or warped paper can lead to a rejection at the Secretary of State or at a foreign consulate. Instead:

  1. Order a new certified copy from the Harris County Clerk (the Baytown Annex is the closest location), the Chambers County clerk in Anahuac, or Texas Vital Statistics.
  2. For a divorce decree, request a fresh certified copy from the district clerk of the county where the case was filed.
  3. Send the new copy to us for the apostille.

Newly issued copies have another benefit: some countries will only accept vital records issued within a recent window, so a fresh certificate often satisfies that rule too.

Questions We Hear From Baytown

I was married at the Baytown Annex. Where do I get a certified copy?

Marriage records licensed through Harris County are kept by the Harris County Clerk. The Baytown Annex at 701 W. Baker Road handles marriage licenses, and the clerk’s offices can provide certified copies.

I live in the Chambers County part of Baytown. Does that change anything?

Only for records filed in Chambers County. Those come from the county clerk or district clerk in Anahuac. Records from Harris County events still come from Harris County.

My employer is sending me to a plant overseas. Will a Texas apostille cover my documents?

It covers Texas-issued and Texas-notarized documents bound for Hague Convention countries. Several Gulf states are not members, so check the destination first; those countries require embassy legalization.

Can a Lee College certificate be apostilled?

Yes, if the college issues a certified copy or a college official signs before a notary. Contact the registrar and explain that the document is for an apostille.

Do I need to drive to Austin?

No. We handle the Austin filing for you. We serve Baytown by mail and courier and do not have a local office.
