Apostille Service in Richardson, Texas
Apostille Request Form
Richardson earned the nickname “Telecom Corridor” for its unusual density of telecommunications firms, and its economic development partnership still describes the city as the nation’s largest hub of telecom companies. Add the University of Texas at Dallas, with more than 30,000 students on its Campbell Road campus, and you have a city where diplomas, employment letters and engineering contracts cross borders every week.
Apostille Authentications gets those Richardson documents through the Texas Secretary of State. We do not operate a Richardson office. Everything runs by mail or courier: you send the documents, we confirm they meet state requirements, file them in Austin and send back the apostilled originals.
UT Dallas Degrees, Transcripts and Research Paperwork
UT Dallas offers more than 160 undergraduate and graduate programs across seven schools. Its alumni and international students are among our most frequent Richardson clients. Common reasons include:
- Having a U.S. degree recognized by a ministry of education abroad.
- Applying for a work visa that requires proof of a bachelor’s or master’s degree.
- Enrolling in a foreign doctoral or medical program.
- Supporting a professional license application in another country.
Because a university transcript or diploma is not a public record, Texas requires notarization before the apostille. Ask the UT Dallas registrar for a notarized official transcript or a signed statement verifying your degree. A notary can also prepare a certified copy of a diploma when the document is not filed with a government office. Dallas College’s Richland campus, on the Richardson border in North Dallas, and Collin College, which serves the Collin County part of the city, follow the same logic.
Assignments Abroad for Telecom Corridor Employers
The city’s major employer list includes names such as AT&T, State Farm, Blue Cross and Blue Shield of Texas, Texas Instruments, Raytheon (RTX), Collins Aerospace, Cisco, Fujitsu Network Communications, Infosys, Genpact, Lennox International and RealPage. Their overseas work tends to produce these document types:
| Document | Why it is requested | Before the apostille |
|---|---|---|
| Employment verification letter | Work permit or residence visa | Signed by HR before a Texas notary |
| Power of attorney | Local agent signs leases or registers a branch | Notarized in Texas |
| Certificate of fact (good standing) | Opening a foreign subsidiary or bank account | Ordered from the Texas Secretary of State |
| Marriage and birth certificates | Dependent visas for a relocating family | Certified copy from the county clerk or Texas Vital Statistics |
| FBI background check | Criminal record clearance for a visa | Apostilled by the U.S. Department of State, not Texas |
For the federal piece, see our FBI background check apostille service.
Two Counties, Two Sets of Clerks
Roughly 18 of Richardson’s 28 square miles are in Dallas County and about 9 are in Collin County, along the city’s northern side. Your record lives with whichever county recorded the event.
Dallas County portion
- Births, deaths and marriages: Dallas County Clerk, Records Building, 500 Elm Street, Suite 2100, Dallas, TX 75202; (214) 653-7099. Online ordering is available for certified marriage records.

- The county’s former Richardson Government Center at Beltline and Coit is no longer open. The nearest county building is the North Dallas Government Center at 6820 LBJ Freeway.
Collin County portion
- Births, deaths and marriages: Collin County Clerk, 2300 Bloomdale Road, Suite 2106, McKinney, TX 75071; (972) 548-4185, or the Plano satellite at 900 E. Park Blvd., Suite 140-C; (972) 881-3025.
- Divorce decrees and court orders: Collin County District Clerk, 2100 Bloomdale Road, McKinney; (972) 548-4320.
Texas Vital Statistics can also issue birth and death certificates for any Texas county. When ordering from the state, pick Apostille as your reason.
Country Notes for Richardson's Global Communities
Richardson is home to the DFW area’s Chinatown, the headquarters of the Indian Association of North Texas, a long-established Vietnamese American business district along U.S. 75, and a large Arab American community. The city has also signed a Friendship City agreement with Keelung, Taiwan. Each destination has its own rules:
- China joined the Apostille Convention in 2023, so a Texas apostille is now generally the final U.S. step.
- India is a member, and Texas apostilles are accepted.
- Taiwan is not a party to the convention; documents are usually authenticated through a Taipei Economic and Cultural Office.
- United Arab Emirates, Qatar and Kuwait are not members and require embassy legalization.
Rules change, so verify with the receiving authority and check our country guide.
Preparing a Richardson File for Submission
Whether the paper is a transcript or a corporate resolution, the preparation follows a similar rhythm:
- Identify the signer. Public records carry an official’s signature, such as a county clerk or state registrar. Private papers need a Texas notary’s signature instead.
- Check freshness. State guidance says recordable documents should be less than five years old, so an old certified copy of a divorce decree may need replacing.
- Mind remote notarizations. Texas will apostille an online notarization if its certificate states it was done by two-way audio and video, but some countries reject online notarizations anyway.
- Plan translations. If the receiving office wants a translation bound to the apostilled document, our translation service can prepare it.
What Happens in Austin
The Texas Secretary of State’s Authentications Unit, at 400 West 15th Street in Austin, is the only office that can apostille Texas state and county records. Its fee is $15 per document. Mailed requests can take as long as two weeks once received; same-day counter service is available, with walk-ins on Mondays and Fridays and appointments Tuesday through Thursday. Form 2102 accompanies each request, and we fill it out for you.
We charge $195 per document on top of the $15 state fee. Because the state controls processing, we do not promise a completion date. Shipping to us and back, plus any embassy charges for non-Hague countries, are separate. Our Texas apostille page explains the wider process.
Richardson FAQ
Can UT Dallas notarize my transcript for an apostille?
Ask the UT Dallas registrar directly. Many registrars can provide a notarized transcript or a notarized degree verification. Without notarization, the Texas Secretary of State cannot apostille an academic record.
I live in the Collin County part of Richardson. Which county clerk do I use?
It depends on where the record was created, not where you live. A marriage license issued in Collin County comes from the Collin County Clerk in McKinney or Plano, while one issued in Dallas County comes from the Records Building in downtown Dallas.
Does China accept a Texas apostille now?
Yes. China joined the Hague Apostille Convention in 2023, so an apostille generally replaces the earlier consular legalization process. Confirm with the requesting office in case it has additional requirements.
Can my Richardson employer’s HR letter be apostilled?
Yes, once an HR representative signs it before a Texas notary. The apostille confirms the notary’s authority, which is what foreign immigration offices look for.
Is there an Apostille Authentications office in Richardson?
No. We work with Richardson clients by mail and courier and handle the filing with the Texas Secretary of State.
