Apostille Service in Rowlett, Texas

Apostille Request Form

Rowlett wraps around the shoreline of Lake Ray Hubbard, more than 30 miles of it by the city’s count, and its 62,535 residents at the 2020 census split between two counties. Part of the city is in Dallas County, and part extends east into Rockwall County. That split matters the moment someone in Rowlett needs a certified record apostilled for use in another country, whether for a visa, a wedding or an inheritance.

Apostille Authentications handles the Texas Secretary of State filing for Rowlett residents by mail and courier. We are not located in Rowlett and do not see clients in person; you ship your documents, we check and submit them, and the apostilled originals come back to you.

Dallas County or Rockwall County: Finding Your Record

Start with the original document. The county named on a birth certificate, marriage license or court decree is the county whose clerk can issue a fresh certified copy, even if you have since moved across the lake.

Many Rowlett children were born at hospitals in Garland, Rockwall or Dallas, so the birth county may differ from the county you live in. Texas Vital Statistics can issue a birth certificate from any Texas county; mark Apostille as the reason when you order there.

What Rowlett Residents Usually Need Apostilled

Rowlett is mostly a residential city, so the requests we see tend to be personal rather than corporate:

  • Marriage certificates for a spouse’s residence permit or to register a marriage abroad.
  • Birth certificates for children claiming a parent’s foreign citizenship.
  • Divorce decrees so a person can remarry in another country.
  • Powers of attorney letting a relative overseas handle a property sale or bank matter.
  • Retirement and relocation paperwork, such as notarized affidavits of income or residency requested by a foreign consulate.
  • Background checks for teaching, volunteering or long-stay visas.

A state or county background check can be apostilled by Texas; a county check must be signed by the sheriff. An FBI check is different: it is federal, so the U.S. Department of State issues the apostille. Our FBI apostille page explains that route.

Transcripts from Garland ISD, Rockwall ISD and Area Colleges

The Dallas County part of Rowlett is served by Garland ISD and the Rockwall County part by Rockwall ISD; Rowlett High School belongs to Garland ISD. For college, Dallas County residents are zoned to Dallas College, whose Eastfield campus serves Mesquite and East Dallas, and Rockwall County residents to Collin College.

School records are not filed with a government office, so they must be notarized before the Secretary of State will authenticate them. Ask the district or college registrar for a notarized transcript or a notarized letter verifying graduation, then send that document to us.

How a Notarized Rowlett Document Becomes an Apostille

Plenty of Rowlett requests start at a notary’s desk rather than a county clerk’s window. Affidavits, consent-to-travel letters for minors, powers of attorney and copies of passports all fall in this group. The sequence is:

  1. Sign the document in front of a Texas notary, who completes a full notarial certificate with seal and commission expiration date.
  2. If the document was notarized online, make sure the certificate states it was done by two-way audio and video communication. Texas accepts that, though some foreign countries will not.
  3. Send the original to us with the name of the destination country.
  4. We prepare Form 2102 and file with the Secretary of State, who verifies the notary’s commission and attaches the apostille.

Packing Up Documents to Send from Rowlett

Because we work remotely, a tidy package keeps things moving. When you mail or courier documents to us, include:

  • The originals. Certified copies with raised or colored seals, or notarized documents with original ink signatures. Scans and photocopies cannot be apostilled.
  • A note naming the destination country for each document, since a family may be sending papers to more than one place.
  • Your phone number and email so we can reach you quickly if a seal is missing or a record is too old.
  • A return address where someone can sign for the finished documents.

Use a trackable shipping method in both directions. If the receiving country also wants a certified translation, mention it up front so we can plan our translation service around the apostille rather than after it.

Rowlett Apostille FAQs

I live on the Rockwall County side of Rowlett. Where do I get my marriage record?

If the license was issued in Rockwall County, order the certified copy from the Rockwall County Clerk at 1111 E. Yellowjacket Lane in Rockwall. If it was issued in Dallas County, use the Dallas County Clerk instead.

Can a travel consent letter for my child be apostilled?

Yes. Once the parents sign the letter in front of a Texas notary, the Texas Secretary of State can apostille it for use in a Hague member country.

Can you apostille a Rowlett High School diploma?

Yes, after Garland ISD or a notary provides a properly notarized copy or verification. The state will not apostille an un-notarized diploma.

My child was born in a Garland hospital but we live in the Rockwall County part of Rowlett. Who issues the birth certificate?

The birth is recorded where it happened, so a Garland hospital birth is normally a Dallas County record. Order it from the Dallas County Clerk or from Texas Vital Statistics, choosing Apostille as the reason, rather than from Rockwall County.

Do I have to drive to Austin?

No. We submit to the Texas Secretary of State for you by mail or courier, and we do not have a walk-in office in Rowlett.

State Rules, Fees and Non-Hague Destinations

The Authentications Unit of the Texas Secretary of State, located at 400 West 15th Street in Austin, is the issuing office. It charges $15 per document. A mailed request may take up to two weeks after the office receives it; the counter in Austin provides same-day service, with walk-ins on Monday and Friday and appointments from Tuesday to Thursday.

Our charge is $195 per document, with the $15 state fee added. We do not quote turnaround times of our own because the state’s workload sets the timeline. Recordable documents, such as vital records and decrees, should be less than five years old under state guidance.

Check the destination first. The United Arab Emirates, Qatar and Kuwait are among the countries that are not Hague members and require embassy legalization. Our country list and Texas apostille overview cover the details.
