Apostille Service in Port Arthur, Texas
Apostille Request Form
Port Arthur is a refinery city in the southern part of Jefferson County, on the upper Texas Gulf Coast. The Motiva refinery, Valero’s Port Arthur operations and the BASF/Fina complex bring in engineers, contractors and turnaround crews from around the world, and many local workers take their skills to projects overseas.
When someone in Port Arthur needs a birth certificate, diploma or court decree accepted in another country, the document needs an apostille from the Texas Secretary of State. Apostille Authentications prepares and files those requests for Mid-County residents entirely by mail and courier; we do not operate an office in Port Arthur.
Refinery Contractors, Turnaround Crews and Their Families
A large share of U.S. oil refining capacity is concentrated here. Motiva’s plant here is described as the second-largest oil refinery in the country, and Premcor, now part of Valero, completed a $775 million petrochemical expansion in the city. The Port of Port Arthur is one of the state’s leading seaports.
That industrial base generates a particular set of apostille needs:
- Craft and technical credentials, notarized for work permits on international plant projects.
- Marriage and birth certificates so spouses and children can join a worker on a long assignment.
- Powers of attorney signed before a Texas notary so a relative can manage property or banking while the worker is abroad.
- Company records for local fabrication and service firms bidding on foreign contracts.
Criminal background checks from the FBI are a federal record and go to the U.S. Department of State, not Austin. We handle those through our federal FBI apostille service.
Port Arthur Runs Its Own Vital Statistics Unit
Unlike many Texas cities, Port Arthur keeps its own birth and death registry. The City of Port Arthur Vital Statistics Unit, part of the city Health Department, issues birth certificates, death certificates and fetal death records. The Registrar’s Office can be reached at (409) 983-8850 or (409) 983-8853.
The city’s web page has noted that visits are by appointment only, so call before you go. The Texas Department of State Health Services also lists the city as a local office for Texas birth records and local death records.
Other ways to get a certificate that will qualify for an apostille:
- The Jefferson County Clerk’s Vital Statistics Department in Beaumont, which handles birth and death records for the county.
- Texas Vital Statistics (DSHS), where you should list “Apostille” as the reason on the application.
Whichever source you use, the certificate must be a certified copy signed by a registrar. Wallet cards, abstracts and photocopies cannot be apostilled.
Lakeshore Drive Sub-Courthouse or Downtown Beaumont?
Port Arthur residents can handle some county business locally at the Jefferson County Sub-Courthouse, 525 Lakeshore Drive, Port Arthur, TX 77640. Other records still come from the main courthouse in Beaumont.
| What you need | Where to ask | Phone |
|---|---|---|
| Marriage license or certified marriage record | County Clerk; the Port Arthur sub-courthouse has offered marriage licenses by appointment | (409) 983-8340 (Port Arthur appointments); (409) 835-8475 (main) |
| Certified divorce decree or court order | District Clerk, Port Arthur office or 1085 Pearl St., Room 203, Beaumont | (409) 727-2191 (Port Arthur); (409) 835-8580 (main) |
| Birth or death certificate | City Vital Statistics Unit or County Clerk | (409) 983-8850 / (409) 835-8475 |
The Port Arthur marriage-license appointment details come from a 2020 Port Arthur News report, so confirm current hours by phone. The District Clerk lists its Port Arthur line on the main site, and the County Clerk keeps weekday hours of 8:00 a.m. to 4:30 p.m. in Beaumont.
If You Live in the Orange County Part of Port Arthur
Most of Port Arthur is in Jefferson County, but a small part of the city extends into Orange County. That boundary matters for court and marriage records: a license issued or a case filed in Orange County is held by Orange County’s clerks, not Jefferson County’s.
Birth and death certificates follow where the event was registered. If you are not sure which county holds your record, tell us the date and place and we can point you to the right office before you order.
Lamar State College Port Arthur and PAISD Graduates
Lamar State College Port Arthur, located downtown, marked its 100th year in 2009. It offers transferable core courses and associate programs in fields such as nursing and process technology, both of which lead to careers that can cross borders.
Most of the city’s students attend the Port Arthur Independent School District, including Memorial High School. Graduates applying to universities overseas are commonly asked for an apostilled diploma or transcript.
For either level, the school’s registrar provides an official record or verification letter, a Texas notary completes the notarial certificate, and we submit the notarized document to the state.
Nursing graduates should also ask the foreign licensing body exactly which records it wants. Some boards ask for a transcript and a separate verification of the program, and each item needs its own notarization and apostille, so a clear list saves a second round of mailing.
Hague Country or Embassy Legalization?
Refinery work and family ties take Port Arthur residents to many regions. Apostilles are accepted only by Hague Convention members. Countries such as the United Arab Emirates, Qatar and Kuwait need embassy legalization instead, and the process takes additional steps after the Texas certification.
Here is how the Texas portion works either way:
- Documents go to the Texas Secretary of State Authentications Unit, 400 West 15th Street, Austin, with Form 2102.
- The state fee is $15 per document; our service fee is $195 per document.
- Mailed requests can take up to two weeks after receipt. Counter service is same day, with walk-ins on Monday and Friday and appointments Tuesday through Thursday.
We do not promise a delivery date because the state sets the pace. Check your destination on our apostille country list and review our fees before ordering.
Port Arthur FAQ
Who issues birth certificates in Port Arthur?
The City of Port Arthur Vital Statistics Unit issues birth and death certificates, and the Jefferson County Clerk and Texas Vital Statistics can also provide certified copies.
Can I get a marriage record at the Port Arthur sub-courthouse?
The County Clerk has offered marriage licenses by appointment at 525 Lakeshore Drive, but call ahead because certified copies and hours may be handled in Beaumont.
Part of Port Arthur is in Orange County. Does that change anything?
Yes. Court cases and marriage licenses filed in Orange County are held by Orange County clerks, so order those certified copies there.
My refinery job overseas needs a background check. Can Texas apostille it?
No. An FBI background check is a federal document, so the U.S. Department of State issues the apostille.
Can the finished apostille be shipped straight to my employer overseas?
Yes. Once the state returns the authenticated document, we can send it back to you in Port Arthur or directly to the employer, school or agency that requested it.
