Apostille Service in Garland, Texas
Apostille Request Form
Garland’s apostille needs grow out of two things the city is known for: its working factories and its family ties abroad. Food processors, window makers, drilling-equipment suppliers and the famous Resistol hat works all operate here, and the 2020 census counted roughly 43 percent of residents as Hispanic or Latino, with Mexican Americans the largest group. Garland also has one of the larger Vietnamese American communities in the country, centered on the shopping plazas along Walnut Street.
Apostille Authentications prepares and submits Garland documents to the Texas Secretary of State by mail and courier. We have no storefront in Garland; clients ship their papers to us, and we handle the state filing and return the finished originals.
Family Records Bound for Mexico, Vietnam and Beyond
Most personal requests from Garland involve a life event that must be recognized in another country:
- Registering a U.S.-born child as a Mexican national, which typically calls for the child’s Texas birth certificate with an apostille.
- Recording a Garland marriage or divorce with a civil registry abroad.
- Settling an inheritance or selling family property overseas with a notarized power of attorney.
- Proving a death so that pensions or bank accounts can be closed in another country.
Mexico belongs to the Hague Apostille Convention, so a Texas apostille is the final U.S. step; many Mexican offices then require a certified Spanish translation, which our translation team can supply. Vietnam has not been part of the Apostille Convention, so documents headed there have generally gone through consular legalization instead of a stand-alone apostille. Confirm current requirements with the receiving office before you order anything.
Which County Holds Your Garland Record?
Garland is mostly in Dallas County, but the city’s edges cross into Collin County to the north and Rockwall County to the east. The county that matters is the one where the birth, marriage or court case was recorded, not where you live today.
| County | Vital records and marriage licenses | Divorce and court records |
|---|---|---|
| Dallas | County Clerk, 500 Elm Street, Suite 2100, Dallas; (214) 653-7099. Short-form birth certificates also at the Garland Justice of the Peace 2-1 substation, (214) 643-4773. | District Clerk, 600 Commerce Street, Dallas; (214) 653-7301 |
| Collin | County Clerk, 2300 Bloomdale Road, Suite 2106, McKinney; (972) 548-4185. Satellite at 900 E. Park Blvd., Plano; (972) 881-3025. | District Clerk, 2100 Bloomdale Road, McKinney; (972) 548-4320 |
| Rockwall | County Clerk, 1111 E. Yellowjacket Lane, Suite 100, Rockwall; (972) 204-6300 | Rockwall County District Clerk, Rockwall |
A tip for birth certificates: the Garland substation issues the short (abstract) form. Many foreign agencies expect the full long-form certificate, so ask the receiving office which version it accepts before you order. Texas Vital Statistics at the Department of State Health Services is the other source; choose Apostille as the purpose when ordering there.
Paperwork for Garland Manufacturers and Exporters
The city’s economic development partnership lists employers such as Kraft Foods, US Food Service, Epiroc Drilling Solutions, SilverLine Window, Hatco (Resistol), L3 Communications, Arrow Fabricated Tubing and Valspar. Plants that sell or source internationally may be asked for apostilled versions of:
- Certificates of origin, free-sale certificates or product declarations signed by a company officer before a notary.
- Texas certificates of fact showing the company is in good standing.
- Powers of attorney appointing a customs broker or distributor abroad.
- Bid and tender documents for foreign government contracts.
A company’s own letterhead documents qualify once a Texas notary completes a proper notarial certificate. If your notary used remote online notarization, the certificate must say so; the Secretary of State will apostille it, though some countries refuse online notarizations even after authentication.
Garland ISD, Amberton and Dallas College Records
Garland ISD’s International Baccalaureate program at Garland High and its magnet campuses send graduates to universities around the world, and parents relocating overseas need school records apostilled for enrollment. Adult learners bring degrees from Amberton University, a private university based in Garland, and from Dallas College, including the Richland campus’s Garland location.
School records need one extra step: the registrar’s statement or a certified copy must be notarized by a Texas notary before the state can authenticate it. Ask the school whether a notarized transcript is available; if not, we can explain the options.
A Short Checklist Before You Mail
Rejections from Austin usually trace back to a handful of avoidable problems. Run through this list first:
- Name the destination country. The state needs it on the request, and it decides whether you need an apostille or embassy legalization.
- Send originals or fresh certified copies. Photocopies of a birth or marriage certificate cannot be apostilled.
- Watch the age of the record. The Secretary of State asks that recordable documents, such as vital records and court decrees, be less than five years old.
- Check the notary block. For private documents, the notary’s name, commission expiration and seal must be complete and legible.
- Keep sets together. If a consulate wants a translation attached, plan that before the apostille is placed.
We look over every Garland file for these issues before it is submitted.
Garland Apostille Questions
My child was born at a Garland hospital. Which office issues the birth certificate?
Births in the Dallas County part of Garland are recorded with Dallas County. You can order from the Dallas County Clerk in downtown Dallas, from the Garland JP 2-1 substation (short form only), or from Texas Vital Statistics.
Is a Texas apostille accepted in Mexico?
Yes. Mexico is a member of the Hague Apostille Convention, so an apostille from the Texas Secretary of State is the final U.S. authentication. A Spanish translation is often requested as well.
What if I live in the Rockwall County part of Garland?
Your current address does not decide the office. Order the record from the county where the event was recorded. A marriage license issued in Rockwall County comes from the Rockwall County Clerk, for example.
Can you apostille a document signed by our Garland plant manager?
Yes, once the manager signs it in front of a Texas notary who completes a valid notarial certificate. The Secretary of State then authenticates the notary’s signature.
