Apostille Service in Spring, Texas
Apostille Request Form
Spring is not a city in the legal sense. It is an unincorporated community and census-designated place in north Harris County, which means there is no Spring city hall issuing records. Every public document a Spring resident needs for use abroad, from a birth certificate to a divorce decree, comes from Harris County or the State of Texas.
Apostille Authentications helps Spring households, students and employers get those documents accepted overseas. We work by mail and courier and file with the Texas Secretary of State in Austin. We do not run an office in Spring, so there is no need to drive anywhere; you send the paperwork, and we handle the state submission and the return shipment.
Corporate Campuses Along the Grand Parkway Bring Global Paperwork
Few suburban areas in Texas host as many international employers in one place as the CityPlace development (formerly Springwoods Village) in Spring. Public reporting shows that:
- ExxonMobil moved its corporate headquarters from Irving to its 385-acre campus in Spring, with the move announced in January 2022.
- Hewlett Packard Enterprise relocated its headquarters from San Jose, California, to a new campus at CityPlace.
- HP Inc., Southwestern Energy and the American Bureau of Shipping also have a presence at CityPlace.
Employers like these move people across borders. When a Spring employee accepts an assignment in Europe, Asia or Latin America, the destination country often asks for apostilled personal records: a birth certificate for a dependent visa, a marriage certificate so a spouse can join, or a diploma for a work permit. Companies setting up foreign subsidiaries or opening bank accounts abroad may also need Texas business records or notarized corporate resolutions authenticated.
Where Spring Residents Get Their Records
Because Spring is unincorporated, the records trail runs through Harris County offices. The good news is that one of the County Clerk’s annexes sits inside Spring itself.
| Record | Office | Address and phone |
|---|---|---|
| Birth and death certificates, marriage licenses | Harris County Clerk, Cypresswood Annex | 6831 Cypresswood Dr., Spring, TX 77379 · (832) 927-7290 |
| Same, main office | Harris County Clerk, Downtown | 201 Caroline St., 3rd Floor, Houston, TX 77002 · (713) 274-8600 |
| Divorce decrees, family court orders | Harris County District Clerk, Family Intake | 201 Caroline, 2nd Floor, Suite 210, Houston, TX 77002 · (832) 927-5700 |
| Birth certificates statewide | Texas Vital Statistics (DSHS) | Order by mail or online; choose “Apostille” as the reason |
The County Clerk lists hours of Monday through Friday, 8:00 a.m. to 4:30 p.m., for its locations. Birth and death records are not public in Texas, so the clerk releases them only to qualified applicants with valid ID. Check the Harris County Clerk’s office list and the District Clerk’s locations page before you go, since hours and services can change.
Typical Documents From Spring Households
The requests we see from north Harris County fall into a few groups:
- Vital records: certified birth, marriage and death certificates for residency permits, dual citizenship, or overseas weddings.
- School records: diplomas and transcripts. Spring is served mainly by Spring ISD, which covers the Spring CDP and nearby unincorporated areas, while neighboring Klein ISD serves other parts of north Harris County. Graduates of Lone Star College campuses in the area also send records abroad for further study or teaching jobs.
- Court documents: certified divorce decrees, name-change orders and custody orders from Harris County courts.
- Notarized papers: powers of attorney for property abroad, travel consent letters for minors, and affidavits.
- Business records: corporate documents for companies registering branches or signing contracts in another country.
School documents usually must be notarized by a school official before the state will apostille them. If you are unsure whether a record is ready, call us before mailing it.
How We Handle a Spring Order
- Confirm the destination. If the country belongs to the Hague Apostille Convention, a Texas apostille is the final step. If not (the UAE, Qatar and Kuwait are examples), the document needs embassy legalization instead, and we can explain that route. Our country guide lists which path applies.
- Get the right copy. The record must be a certified original issued by the proper Texas official, or a properly notarized document.
- Ship it to us. Send it by tracked mail or courier along with our request form.
- State filing. We submit to the Authentications Unit of the Texas Secretary of State, which attaches the apostille certificate.
- Return delivery. We send the finished document back to you or forward it to an address you name.
When a Spring Document Needs More Than an Apostille
Two situations add steps. First, many receiving offices want a certified translation into the local language, and some insist the translation itself be notarized and apostilled as well. If your record is headed to a country where English is not an official language, ask the receiving office early and look at our translation services.
Second, a family member born outside Texas cannot use a Texas apostille on that birth certificate. The certificate has to be authenticated by the state where it was issued. We can tell you which office applies so you are not mailing the wrong record to Austin.

Spring Apostille Questions
Do I order my birth certificate from Spring or from Harris County?
From Harris County or the state. Spring has no municipal government, so it does not issue vital records. You can request a certified copy at the County Clerk’s Cypresswood Annex in Spring or order from Texas Vital Statistics, listing “Apostille” as the reason.
My employer is moving me overseas from the CityPlace area. Which documents should I start with?
Ask your employer or the destination consulate for a written list. Common items are birth and marriage certificates for family members, diplomas, and sometimes an FBI background check. The FBI report is a federal document, so it goes to the US Department of State, not Texas.
Where do I get a certified copy of a Harris County divorce decree?
Divorce records are kept by the Harris County District Clerk, whose family intake office is at 201 Caroline in downtown Houston. Request a certified copy, not a plain photocopy, before sending it for an apostille.
Can Spring ISD transcripts be apostilled?
Yes, once a school official signs them before a notary or the district provides a properly certified copy. The Texas Secretary of State then apostilles the notary’s or official’s signature.
Is there an apostille office in Spring?
No. Texas issues apostilles only through the Secretary of State in Austin. We are not located in Spring either; we serve Spring clients by mail and courier.
