Apostille Service in Texas City, Texas

Apostille Request Form

Texas City is an industrial town first: refineries, chemical plants and a deepwater port line the shore of Galveston Bay. People who work in that complex are often sent to projects abroad, hire foreign engineers, or move family members overseas, and every one of those moves can require apostilled Texas paperwork.

There is also a practical advantage to living here. The office that issues certified birth and death certificates for all of Galveston County sits inside Texas City, so the first step of many apostille requests happens close to home.

Apostille Authentications prepares documents for Texas City clients and submits them to the Texas Secretary of State. We are a mail-based service with no local branch, which means you can send your records from home and track them until they come back authenticated.

The County’s Vital Records Office Is in Texas City

The Galveston County Health District registers births and deaths for the county and issues certified copies from its Birth & Death Records division at 9850-A Emmett F. Lowry Expressway, Suite A-102. In-person service runs Monday through Friday from 8:00 a.m. to 4:30 p.m., and online orders can be picked up at a Will Call window from 9:00 a.m. to 4:00 p.m. on weekdays, except state holidays. Cash, money order and credit cards are accepted at the counter.

A few tips before you order a certificate you plan to apostille:

  • Ask for a certified copy, not an abstract or an informational copy.
  • Order a recently issued certificate if the receiving country sets an age limit on documents.
  • If you order from Texas Vital Statistics (DSHS) instead, select “Apostille” as the purpose so the certificate is signed by an official the Secretary of State can verify.
  • Check every name and date. A spelling mistake has to be corrected before the apostille, not after.

Documents for Refinery, Plant and Port Workers

Texas City’s economic base is the port, petroleum refining and petrochemical manufacturing. Major employers include the following:

  • Marathon Petroleum’s Galveston Bay Refinery, located in Texas City near the entrance to the Houston Ship Channel, with crude capacity of 631,000 barrels per calendar day.
  • Valero’s Texas City Refinery on Loop 197 South, with throughput capacity of 260,000 barrels per day and more than 445 employees.
  • The Port of Texas City and the Texas City Terminal Railway, which operate the city’s deepwater port on Galveston Bay.

When employees, contractors or their families relocate for international assignments, the requests we typically see are:

  • Birth certificates for dependents applying for residence permits.
  • Marriage certificates so a spouse can join on a family visa.
  • Notarized copies of degrees and technical certificates for work permits.
  • FBI background checks, which are federal and go to the U.S. Department of State. Our FBI apostille service covers that separate route.

Contractors and suppliers bidding on overseas work may also need Texas business filings or notarized powers of attorney authenticated. A foreign client or partner will usually specify which documents it wants, so ask for that list in writing before you start ordering copies.

College of the Mainland and School District Records

College of the Mainland, the public community college in Texas City, opened its first classes in 1967. Its process technology degree trains operators for refineries and petroleum-related plants, and that credential travels with workers who later take jobs on international projects.

To apostille a college credential, ask the registrar for an official transcript or a signed verification letter and have it notarized by a Texas notary. A notarized true-copy statement of your diploma is another common option. Either way, the notarial wording must be complete or the state will return it.

High school records follow the same notarization approach. Most of the city is served by Texas City ISD, which absorbed La Marque ISD in 2016, and some neighborhoods fall within Dickinson ISD. If you graduated from a La Marque school before the consolidation, ask Texas City ISD where those records are now held.

Courthouse Records: Galveston Main Office or League City Annex

Marriage and court records for Texas City residents come from county offices outside the city limits. Galveston County runs a main courthouse on the island and an annex in League City.

Per the District Clerk’s location page, the island office keeps 8:00 a.m. to 5:00 p.m. hours and the League City office is open 7:30 a.m. to 5:30 p.m. on weekdays. Annex room numbers come from the Galveston Central Appraisal District directory; call ahead to confirm before you drive.

For a divorce decree, request a certified copy signed by the District Clerk. Copies stamped only “file copy” are not accepted for an apostille.

When an Apostille Isn’t Enough

Industrial projects take Texas City workers to many regions, and not every country belongs to the Hague Apostille Convention. The United Arab Emirates, Qatar and Kuwait, for example, require embassy legalization instead, which adds steps after the state certification.

Before you order anything, check the destination on our apostille country guide. If legalization is needed, our authentication service can walk you through it.
